Canada Announces 5-Year Entry Ban for Visa Fraud Offender

Canada's immigration department warns that submitting fake documents results in a 5-year entry ban. New enforcement targets work permits, study permits.

Canada’s Immigration, Refugees and Citizenship Canada (IRCC) has announced that individuals caught submitting fake documents face a five-year ban from entering the country. The warning applies to both visa applicants and immigration agents involved in fraudulent activities.

Canada Immigration Fraud Enforcement Intensifies

IRCC issued social media warnings targeting visa fraud, stating that scammers “want to take your hard-earned money and make false promises about helping you come to or stay in Canada.” The department specifically cautioned against agents who claim they can speed up approvals or fix application problems.

The enforcement covers multiple visa categories, with IRCC increasing scrutiny across work permits, study permits, and asylum claims. This affects Indian travelers applying for Canada visas across all immigration streams.

Massive Study Permit Fraud Uncovered

Canada’s Auditor General Karen Hogan submitted a report to Parliament on March 23 revealing extensive fraud in the International Student Program. Between 2023 and 2024, IRCC identified more than 153,000 international students as potentially non-compliant with study permit conditions.

However, the department had resources to investigate only about 2,000 cases annually, highlighting the scale of the problem. In three specific investigations, officials found 800 study permits issued between 2018 and 2023 where applicants allegedly used fraudulent documents or misrepresented information.

Fake Educational Credentials Exposed

The audit revealed that 710 applicants claimed educational credentials from overseas institutions that were either non-existent or operating primarily to sell qualifications for immigration purposes. Many of these individuals later applied for additional immigration permits after arriving in Canada.

About 110 of those individuals have since filed asylum claims. No enforcement action was taken in the initial cases, prompting the Auditor General’s recommendation for stricter follow-up on all applications flagged for potential fraud.

New Verification System Implementation

IRCC has agreed to implement the Auditor General’s recommendations, including providing the Canada Border Services Agency with annual lists of individuals whose permits have expired without proper extensions or transitions to permanent residence.

The department emphasized that applicants should provide genuine documentation and report immigration scams immediately. This crackdown particularly affects Indian applicants, who represent a significant portion of Canada’s international student and work permit holders.
